Springfield, IL – A pair of southern Illinois state senators says they believe some type of capital bill will get passed this session.
During his budget address today (Wed), Governor Quinn talked about the need for a statewide construction plan to improve Illinois' roads and schools and to create jobs.
Benton Democrat Gary Forby says the longer the state waits to pass a capital plan, the harder it gets to approve a plan that works.
Okawville Republican Dave Luechtefeld says a capital bill must be separated from Quinn's tax increase proposals.
Governor Quinn says he won't raise the state motor-fuel tax to come up with money to pay for roads, but some lawmakers favor the idea of raising the fuel tax to pay for a statewide construction program.
