Springfield, IL – Twelve top managers at the Illinois Department of Transportation got pay raises that averaged 6-thousand dollars a year in the waning days of the Blagojevich administration.

Scrounging for staffers to handle federal stimulus construction projects.
Documents examined by the associated press show the raises came on top of routine increases that most IDOT employees had gotten two weeks earlier.
The agency's finance and personnel chiefs were among the dozen who got raises January 16th.
Governor Pat Quinn said Tuesday he'll review the raises and whether they're justified. Spokeswoman Marisa Kollias says the raises were necessary to keep seasoned employees on board.
