Springfield, IL – The new state comptroller has the same problem as her predecessor.
The comptroller pays the bills, and Judy Baar Topinka doesn't have any more money with which to do that than ex-Comptroller Dan Hynes had. Topinka says the state's creditors want to be paid, and were contacting her even before she was elected to make a pitch as to why their invoice should be a priority.
Topinka says she can help some of the state's creditors by paying them some of what the state owes them.
The state is roughly six billion dollars behind in paying bills, and is paying them generally within six months.
Topinka says bills are supposed to be paid in 30 days. She says if the state is persistently delinquent by six months, vendors will stop bidding on state work.
