Illinois Policy Institute experts recommend a five-step literacy solution for students.

Only 31% of third-grade students in Illinois can read at grade level, according to the Illinois Policy Institute.

Although Illinois amended the school code in 2023 and has initiated a literacy plan, institute experts recommend a five-step literacy solution for students.

Experts say schools should provide an early universal reading screening for first through third-grade students to identify early deficiencies.

If identified, schools will provide reading interventions to address issues. Educators will keep parents engaged in their student's reading intervention and progress.

Schools should use science-based instruction to teach reading. Reading should be broken down into phonics, fluency, vocabulary, and comprehension when being taught.

The Institute recommends that the transition from third to fourth grade be carefully considered by Illinois schools to ensure foundations of reading abilities are developed early on.
