Schools should use science-based instruction to teach reading. Reading should be broken down into phonics, fluency, vocabulary, and comprehension when being taught.
The Institute recommends that the transition from third to fourth grade be carefully considered by Illinois schools to ensure foundations of reading abilities are developed early on.
