On August 6, 2024, Governor JB Pritzker signed Senate Bill 3479 into law, introducing significant protections for veterans in Illinois. The new legislation, known as the Veteran’s Consumer Fraud Bill, enhances the state’s efforts to safeguard veterans from deceptive practices by expanding the definition of “veteran or military benefits services.” This expanded definition now includes consultation services related to obtaining, changing, or appealing benefits decisions.
One of the key components of the bill is its focus on combating predatory practices by “claim sharks”—non-VA accredited individuals or companies that charge for services that are otherwise available for free through government and nonprofit organizations. The legislation requires that veterans are informed both orally and in writing about the availability of these free services.
Effective January 1, 2025, the bill introduces several important changes to the Consumer Fraud and Deceptive Business Practices Act. It includes updated disclosure requirements to ensure veterans are fully aware of their options and that all county veteran service officers are VA accredited. Governor Pritzker emphasized that this law is a crucial step in protecting veterans from exploitation, stating, “Our state’s veterans and military members always deserve clarity and protection when navigating the social services process.”
Senator Mike Porfirio and Representative Stephanie Kifowit, chief sponsors of the bill, praised the new law for addressing predatory practices and ensuring that veterans receive the benefits they have earned. They highlighted the importance of holding those who offer veteran and military benefits to the highest standards to prevent exploitation.
