The Illinois Secretary of State's office makes Electronic Lien and Titling available when purchasing from a participating car dealership.
Alexi Giannoulias says the new program allows vehicle titles to be processed, stored, and released digitally. This eliminates paperwork and complications associated with physical document mailing and shortens lines at the DMV.
Giannoulias said, "Implementing new technology strategically enables our office to create efficiencies and benefit consumers. These investments are crucial to providing convenience, but more importantly security for our customers and their data."
Individuals can complete an online title application to determine whether the bank or lender offers ELT. Lenders can also mark titles as paid, and the Secretary of State will send the released title to the owner.
The ELT system also reduces title fraud, by preventing "title washing" and fake lien releases.
Giannoulias adds that future program phases will enable vehicle owners to hold titles on their phones.
