Two people sought for a Carbondale incident that involved the theft of an electric scooter

Carbondale Police officers are asking for the public's help in locating two people wanted in an altercation with another person last week.

Early in the morning of April 17, Carbondale police officers responded to the 300 block of South Illinois Avenue, where they learned the victim was outside an area business when he was approached by two white men. An argument ensued between.

One suspect, later identified as 35-year-old Justin Cemail of Chicago, took the victim’s electric scooter and then brandished a knife when the victim attempted to take it back. The second suspect failed in an attempt to take some of the victim’s property. The victim fled the area without any injuries.

Cemail is wanted for Aggravated Vehicular Hijacking. He is described as a white male, 6’01” tall, weighing 170 pounds, with brown hair and brown eyes.

The identity of the second suspect is unknown at this time.
