Sponsored by State Representative Patrick Windhorst, the bill celebrates Dr. Rice's significant contributions to higher education as he retires after three decades of dedicated service.

The funds from Elastec in Carmi are earmarked to purchase equipment.

Rice took the job on an interim basis in 2009 after a failed national search and initially turned down the permanent job offer.

Devin Rankin maintains a 4.00 GPA and is on track to graduate in May with his Associate in Arts degree.
